Nepal Communist Party (NCP) parliamentary party deputy leader Padma Aryal has emphasized the need for clear demarcation of authority among security agencies to avoid potential conflicts.

Speaking at a meeting of the State Affairs and Good Governance Committee on Thursday, Aryal, a former minister, stressed that the Nepal Police is primarily responsible for maintaining internal security, as per the existing laws and the principle of separation of powers.

Aryal noted that the Nepal Police has been performing well in the areas of crime investigation and identification, and has a commendable track record globally. She said, ‘The police have been entrusted with the responsibility of maintaining security as per our existing laws. According to the principle of separation of powers, the Nepal Police is responsible for maintaining internal peace and security. The police are capable and have been working effectively in this area.’

Clear Authority Needed

Aryal cautioned that overlapping authority among various agencies could lead to conflicts and power struggles. She warned that if the laws are not clear about the authority and responsibilities of each agency, it could lead to disputes and conflicts in the future.

‘If the laws do not clearly define the authority and responsibilities of each agency, it could lead to conflicts and problems in implementation in the future,’ she said. ‘Therefore, it is essential to conduct a thorough study of the laws and clearly define the authority and responsibilities of each agency. If we fail to do so, we may face unfortunate circumstances in the future.’

The meeting on Thursday discussed the ‘National Service Bill, 2083’ in principle.
