The National Human Rights Commission of Nepal has directed the government to ensure transparency, accountability, and easy access to LP gas distribution, making it easier for consumers to obtain the essential commodity.

The commission’s spokesperson, Dr. Tikaram Pokharel, issued a press statement today, calling on the government to take necessary steps to prevent artificial scarcity, regulate unnecessary storage, and ensure the supply of essential goods to protect consumer rights.

The commission’s move comes after it received complaints about the shortage of LP gas in the Kathmandu Valley over the past few days, affecting consumers. The commission has been investigating the matter by gathering information from the Food Management and Trading Company Limited, Nepal Oil Corporation, Department of Commerce, Consumer Protection Department, and consumers.

During its investigation, the commission found that consumers were unable to obtain LP gas easily, and some sellers were creating artificial scarcity. The commission also discovered that some sellers were not prioritizing regular customers, including students, daily wage earners, and low-income families with a single cylinder.

Investigation and Monitoring

The commission has been monitoring and inspecting LP gas depots and distribution centers. The investigation revealed that some sellers were not using a tracking system, leading to unnecessary storage and hoarding. The commission also found that some sellers were involved in creating artificial scarcity, black marketing, and price gouging.

Although the Consumer Protection Department has been conducting regular market monitoring to control artificial scarcity, black marketing, and price gouging, the commission found that the LP gas shortage persists in the market.
