In a major relief for India and China, US President Donald Trump has waived sanctions, restrictions and tariffs предусмотренные under the Sanctioning Russia and Iran Act, citing the national interest of the United States. The decision comes just days before several provisions of the legislation were expected to take effect, easing concerns among countries that continue to import significant quantities of Russian oil.
The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 authorised Trump to impose extensive sanctions on Russia and levy steep tariffs on major buyers of Russian oil and gas, including India and China.
The legislation, which received significant backing from the late Senator Lindsey Graham, provided for tariffs of up to 100% on goods imported into the US from the five largest buyers of Russian crude oil or natural gas. It also covered countries that knowingly purchased Russian oil or gas 30 days after the law came into force, as well as the five countries most involved in helping Moscow evade sanctions.

What Did Donald Trump Announce On Russia Oil Sanctions?
Trump announced the waiver through an executive order issued on Friday evening, shortly before several key provisions of the legislation were due to become effective. He had signed the bill into law in mid-September.
“I am hereby waiving the application of such sanctions, restrictions, and duties provided for in the Graham Act,” Trump said in the executive order.
The US President also stated that he had submitted a certification to Congress confirming that granting the waiver at this stage was in the national interest of the United States.
The decision comes amid changes in Trump’s approach towards Russia and the ongoing Russia-Ukraine war. The US President has recently adopted a comparatively warmer stance towards Moscow while repeatedly criticising Ukrainian President Volodymyr Zelenskiy. Trump has also suggested that Ukraine needs a new leader.
The proposed sanctions had raised concerns among countries dependent on Russian energy supplies. India, one of the world’s major importers of Russian crude oil, was particularly concerned about the potential economic consequences of the legislation.
How Will Trump’s Decision Benefit India?
The waiver could provide significant relief to India, as Russia remains its largest supplier of crude oil. By suspending the threat of tariffs of up to 100% under the legislation, Washington has eased the immediate risk of additional trade costs for Indian exporters.
