Pakistan Emergency News: Pakistan’s decision to take direct control of Khyber Pakhtunkhwa has triggered fresh concerns over civil liberties, political freedoms and the growing role of the military in civilian affairs. Amnesty International has urged the authorities to ensure that emergency powers do not become a tool to silence opposition voices as the government responds to rising security concerns in the northwestern province.
On October 12, 2026, the international human rights organisation raised concerns over reports of arbitrary detentions of political leaders, including the provincial chief minister, and internet disruptions following the imposition of emergency and governor’s rule. The organisation warned that these measures could weaken fundamental rights and increase the risk of unlawful actions by security forces.
The warning comes after President Asif Ali Zardari approved the federal cabinet’s recommendations on October 11 to impose emergency rule under Article 232 and governor’s rule under Article 234 of Pakistan’s constitution. The federal government cited an increase in violent terrorist attacks and what it described as a breakdown of constitutional machinery in Khyber Pakhtunkhwa.

Babu Ram Pant, Amnesty International’s Deputy Director for South Asia, said reports of detentions involving key political figures and disruptions to internet services had raised questions about whether the emergency measures were necessary and proportionate.
Pant warned that authorities must respect human rights even during a security crisis. He said emergency powers should not allow the government to restrict civil liberties without clear legal justification.
“Emergency measures are not a blank cheque to crack down on human rights, silence dissent, or concentrate power,” Pant said, stressing that any suspension of human rights obligations must remain within strictly limited circumstances permitted under international law.
The organisation also called on Pakistani authorities to ensure that restrictions imposed under the emergency framework comply with international legal standards.
