Rakesh Tikait warns Bihar State govt over Satellite Township Projects

Bharatiya Kishan Union Leader Rakesh Tikait on Wednesday (October 7, 2026) raised questions over Satellite Township Projects in Bihar, asserting that the Union will not allow farmers’ land and rights to be compromised in the name of development.

Bihar government has prepared a blueprint for 11 satellite townshipss across 10 districts of Bihar. These townships will feature planned residential colonies, designated commercial areas, wide roads, and green spaces with plantations along roadsides and in parks.

Addressing a press conference in Patna, Mr. Tikait said that a review of this entire model suggests that unless transparency, social impact assessment, fair compensation, rehabilitation, and farmers’ consent are ensured in time, it could lead to the large-scale transfer of agricultural land and the promotion of land speculation under the guise of development.

He asserted that the Union is not opposed to development; however, development that comes at the cost of farmers losing their land, livelihoods, and social security cannot be accepted.

The Bihar government has announced plans to develop large-scale satellite townships in Patna, Darbhanga, Saran , Vaishali, Bhagalpur, Muzaffarpur, Gaya, Purnia, Sitamarhi, Munger, and Saharsa, in which lakhs of acres of land are being identified for these projects.

He pointed out that there are several significant objections in the Bihar Town Development Act, 2026, and the Act proposes granting excessive powers for the establishment, development, control, and management of cities.

“How will the new law uphold the protective provisions—regarding farmers’ interests, social impact assessment, consent, rehabilitation, and compensation—that already exist under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act, 2013), and the Bihar Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2014,” Mr. Tikait asked.

He added, “Farmers’ land cannot be viewed merely as land for urban development; for a farmer, land is not just an asset but a source of livelihood, social security, and the economic foundation for future generations.”

Land pooling

Mr. Tikait mentioned that there are several questions surrounding the land pooling system, while the proposal involves acquiring farmers’ land and returning a portion of it to a developed State.

He asked, on what basis the returned land will be valued and what will be the location and quality of the land allocated to the farmer. He also asked what rights the farmer will have over that land. He added that in any land pooling arrangement, the farmer should be treated not merely as a land provider but as a genuine partner in the development process.

Mr. Tikait claimed that the law lacks a clear formula or specific mention regarding compensation in exchange for land. He also pointed out that the new law makes no provision for social audits or social impact assessments.

“If the government wishes to modernise Bihar, it is welcome to do so. However, a modern Bihar cannot mean making fertile village land available for large real estate projects. If agricultural land is gradually converted into real estate markets under the guise of satellite townships, the greatest loss will be borne by farmers and rural society,” Mr. Tikait said.

He informed that during the COVID-19 pandemic crisis, a large number of people returned from cities to their villages, where the village and the land served as a foundation of security.

Key demands

He demanded that the Bihar Town Development Act, 2026, be scrapped and that Social Impact Assessments and Social Audits be made mandatory for every project.

He urged to refrain from diluting the farmer-friendly provisions of the RFCTLARR Act, 2013, regarding land acquisition and compensation. Also provide a legal guarantee over the land, its value, and the rights of farmers under land pooling schemes.

“A transparent pricing mechanism should be established to bridge the gap between circle rates and actual market values. Information regarding all proposals, land area, master plans, and land-use details concerning satellite townships should be made public,” Mr. Tikait added.

He warned that if these demands are not met within a month, the Samyukt Kisan Morcha and all farmers’ organisations in Bihar will organise a massive farmers’ march in Patna in November 2026, where farmers will stage a sit-in protest until this law is withdrawn.

The mere fact that a citizen of the country either raises a loan from a bank or stands as a guarantor for a loan availed by someone else does not mean that he has mortgaged his constitutional and legal rights lock, stock and barrel with the bank, the Madras High Court has observed.

Justice V. Lakshminarayanan made the observation while dismissing an application filed by Bank of Baroda to review his August 24, 2026 order revoking a Look Out Circular (LOC) issued against Kondepati Ganga Prasad who was a guarantor for a high value loan availed by GVR Infra Projects.

The judge highlighted that the right to travel freely across the world was a fundamental right enshrined under Article 21 of the Constitution as declared by the Supreme Court in Maneka Gandhi Vs. Union of India (1978). In order to have a restriction of that right, it should be in accordance with law.

“The term ‘law’ under Article 21 implies a legislation. A letter written by the Manager of the bank to the Bureau Of Immigration cannot be treated as ‘law.’ If a nationalised bank is permitted to do this, then every private creditor or non-banking finance corporation would also be emboldened to approach the police for issuance of LOC to prevent their debtors from going abroad,” the judge wrote.

He went on to state: “God forbid the debtors from being thrown at the mercy of wolves of creditors. All these observations are made only to point out that the constitutional rights of the petitioner does not come to an end with the commencement of mortgage with the review petitioner’s bank.”

In the present case, the guarantor proposes to go abroad to earn and repay the amount after returning. However, the bank was insisting upon him to repay the money first and then go abroad. “This is a catch-22 situation. If the bank wants the money, the petitioner has to earn it. The petitioner, in his wisdom, has decided to go abroad to earn it. The bank says till he pays the amount, he should not be permitted to go abroad. This vicious circle has to be broken.”

Justice Lakshminarayanan also said, no business venture gets started with an intention to create a loss but such was the nature of life that not every business ends up successful. The bank, while issuing the loan, was well aware that all loans were not going to be repaid and some were bound to become sticky or Non-Performing Assets (NPAs).

“I should point out that the Bank of Baroda, for the very purpose, has a separate branch called the stressed accounts branch. This shows that the number of sticky accounts with the Bank of Baroda is so high that it requires special attention of a team of officers,” he added.

The judge recorded the submission of the bank’s counsel that it had not lodged any criminal complaint of fraud against the guarantor either with the Central Bureau of Investigation or the State police. Even the bank officials who were responsible for clearing the loan in favour of the private company had not been prosecuted.

“The bank has not done so because it is very well aware that it was the business decision taken by the managerial authorities at that relevant point of time to clear the loan in favour of the petitioner. When there is no fraud, either at the instance of the petitioner or at the instance of the managerial staff of the bank, for the mere fact that the petitioner is a defaulter, he cannot be forced to stay within the four corners of this country in order to ensure that the amounts are re-paid,” the judge concluded.

Odisha govt. forms panel to study SEBC political backwardness

The Odisha government on Wednesday constituted a commission to study the numerical strength, political representation and extent of political backwardness among the socially and educationally backward classes (SEBCs) in local self-government institutions.

The commission will be headed by retired Odisha High Court judge Justice Pramath Patnaik, according to a notification issued by the ST and SC Development, Minorities and Backward Classes Welfare Department.

Retired IAS officer Bijay Kumar Prusty will serve as a member of the commission and Sujata Mishra, Special Secretary in the department, will be the member-secretary of the panel, the notification stated.

The decision assumes significance as both panchayat and urban local body polls are scheduled to be held next year.

“Chief Minister Mohan Charan Majhi has decided to conduct a study on the population of SEBCs in various local self-government institutions, both rural and urban, in the State, including panchayats and urban local bodies, their political representation, and the extent of their political backwardness in these institutions,” read a statement issued by the Chief Minister’s Office (CMO).

The commission will study the proportion of SEBCs in various local self-government institutions in both rural and urban areas of the State in relation to the total population of the respective areas. It will also examine their political representation in local self-government institutions and the nature and implications of their political backwardness in comparison with their population, the CMO stated.

The exercise will facilitate appropriate measures to ensure adequate representation of people belonging to SEBCs in local self-government institutions in the State and safeguard their rights, the statement added.

A team led by Arakkonam Taluk Supply Officer of the Department of Civil Supplies seized one tonne of rice meant for supply under the Public Distribution System (PDS) at a railway station in Arakkonam town on Wednesday.

The police said that as per the orders of Collector N. Priya Ravichandran, special teams comprising police personnel and Civil Supplies officials were formed to prevent smuggling of PDS rice in the district. During a surprise check at the railway station, the team found 22 bags of PDS rice. The seized rice was sent to a godown maintained by the Department of Civil Supplies in Ranipet.

The police analysed CCTV camera footage in the area and found a group of people had loaded rice sacks onto the train. A case was registered by Arakkonam police. Special teams were formed to nab escaped suspects. A probe is under way.

The Tamil Nadu government on Wednesday relaxed the eligibility criteria for the Thaimaaman Thanga Mothiram Thittam, amending the guidelines to include children whose mothers were born in Tamil Nadu but had moved to another State after marriage, provided their parents reside permanently in Tamil Nadu.

Under the scheme, a one-gram gold ring is provided to children born in government hospitals in Tamil Nadu. The scheme was launched by Chief Minister C. Joseph Vijay on September 28 and is being implemented retrospectively from June 22, 2026.

The Government Order, issued by the Health and Family Welfare Department, prescribes the guidelines for the scheme.

“While implementing the scheme, it came to the government’s notice that in some cases, women from Tamil Nadu who had been living in another State after marriage, but whose parents continued to reside permanently in Tamil Nadu, returned to their parental homes for childbirth and delivered their babies in the government hospitals in Tamil Nadu,” said Darez Ahamed, Principal Secretary, Health and Family Welfare Department, in an official release.

One such case was that of Uma Maheswari, who, after marriage, has been living with her husband at Udayagiri in Mysuru district of Karnataka. Her parents reside in Karaikudi in Sivaganga district. She came to Tamil Nadu, for childbirth and delivered a baby at the Karaikudi Government Headquarters Hospital on September 17.

Under the conditions that were in force, the family was initially unable to benefit under the scheme, as the mother who had delivered the child was required to be a permanent resident of Tamil Nadu. Considering this, the government has decided to expand the eligibility conditions under the scheme, the release said.

As per the new guidelines, if the mother of a child born in a government hospital was born in Tamil Nadu and had moved to another State after marriage, but her parents are permanent residents of Tamil Nadu, the child will also be provided a gold ring on submission of relevant documentary evidence. Accordingly, Ms. Maheswari was provided a one-gram gold ring.

The amendment will also apply retrospectively to eligible children from June 22, 2026, the release added.

Paperless registration mandatory for some family arrangement deeds from Nov. 2

As part of the second phase of Anywhere Registration under the STAR (Simplified and Transparent Administration of Registration) 3.0 system, the Tamil Nadu government has accorded administrative sanction for mandating paperless registration of certain documents pertaining to family arrangements from November 2.

A Government Order (G.O.) to this effect was issued by the Commercial Taxes and Registration Department on Wednesday. As per the G.O., settlement deeds, release deeds, partition deeds, and revocation of settlement deeds relating to family arrangements will be registered paperless to ensure citizen convenience and transparency, and to reduce the manual handling of documents.

Under the arrangement, the digitally executed deeds shall be sent to the Sub-Registrar through the online registration facility, along with the required supporting documents.

The Registration Department shall process those documents, and the parties shall thereafter appear before the Sub-Registrar concerned for identification, authentication, and completion of the prescribed registration formalities.

After all the formalities are completed, the registered document shall be digitally processed and sent to the citizen’s login. It will be preserved in the STAR system.

The State government had already mandated presence-less registration of deeds relating to the first sale of plots by plot promoters and the first sale of flats by builders, along with the consecutive deposit of title deeds and for the deposit of title deeds and deeds of receipt presented by banks and other financial institutions.

The Election Commission of India (ECI) will undertake a special drive till October 9 to enrol young and first-time eligible voters in the electoral rolls in Tamil Nadu and other States where the Special Intensive Revision (SIR) of electoral rolls has been completed.

An official release from Chief Electoral Officer Archana Patnaik said special camps would be conducted in the districts for the enrolment of young and first-time eligible voters, preferably on October 10.

Special focus will be given to urban areas and bigger cities to increase the enrolment of first-time and young voters.

The services of Electoral Literacy Clubs in schools and colleges will also be utilised to create awareness among eligible young voters and facilitate their enrolment, the release said.

The District Election Officers (DEOs) have been instructed to give wide publicity to the special drive through the media and their official social media handles. Electoral Registration Officers (EROs) will hold regular meetings with Booth Level Officers (BLOs) to review and monitor the progress of the drive and ensure effective implementation of the instructions, the release added.

The Confederation of Real Estate Developers Associations of India (Credai) Tamil Nadu will host the fifth edition of STATECON, its flagship event for the real estate and construction industry, on October 11 and 12, 2026. Police said the prime accused, Rashad-Ul-Khair and Mumtaz Begum, are absconding, while Asma Begum, another accused in the case, was arrested on September 4 and remanded to judicial custody. Special teams have been formed to trace the two prime accused.

The case revolves around a ground-plus-two-floor building with a penthouse at Darab Jung Colony in Madannapet, which police said was in the possession of Rashad-Ul-Khair and Mumtaz Begum.

According to the CCS, prospective victims were induced to invest substantial amounts after being promised financial benefits. The accused executed agreements of sale and mortgage agreements, both with and without physical possession, for the same portions of the property with multiple people while concealing earlier transactions.

To make the transactions appear genuine and retain the confidence of investors, the accused also paid monthly rent to victims for several months, police said.

Property brokers were roped in and offered attractive commissions to advertise the property and bring prospective investors, thereby widening the pool of victims.

Asma Begum, who was residing in the third-floor penthouse, allegedly posed as a ‘tenant’ in rental agreements shown to different victims. Police said these rental arrangements were used in connection with mortgage transactions to gain the victims’ confidence and persuade them to part with money.

The transactions under investigation took place between March 8, 2021 and June 22, 2026. So far, investigators have examined 54 victims and estimated their collective loss at approximately ₹4.5 crore.

The investigation began after Nayeem Banu lodged a complaint, following which IS Sadan police registered a case on July 11. As investigators found that several others had also been cheated, the case was transferred to the CCS, Detective Department, considering the number of victims and the financial losses involved.

Following Asma Begum’s arrest, additional provisions of the Bharatiya Nyaya Sanhita relating to forgery and use of forged documents were added to the case.

Police advised people entering property transactions to independently verify ownership, title, physical possession and encumbrances with the authorities and obtain legal verification before making payments.

Task Force officers along with the accused, the seized 10 cartons containing 480 bobbins of Mono Gold synthetic nylon glass-coated manja, in Hyderabad.

Hyderabad police seized 480 bobbins of banned Chinese manja worth approximately ₹7.5 lakh from a kite shop owner who had allegedly procured the stock from Rajasthan.

The accused, Abhishek Singh, 26, a resident of Puranapul, was apprehended in Kalapathar on October 6 by the Charminar Zone Task Force along with Kalapathar police.

Police seized 10 cartons containing 480 bobbins of Mono Gold synthetic nylon glass-coated manja and two mobile phones from him.

According to police, Singh runs a kite shop in the Mangalhat area and had ordered the consignment from a person identified as Mohsin, a resident of Jaipur, Rajasthan. The consignment was transported to Hyderabad through a private transport service.

Singh had allegedly planned to stock and sell the banned manja to retail shopkeepers and customers in and around Hyderabad at higher prices for kite flying during Sankranti.

On October 6, he arrived at the transport facility in Kalapathar to collect the 10 cartons when the Task Force and local police apprehended him and seized the consignment. Police said the synthetic nylon thread coated with glass poses a danger to people, birds and animals. Further investigation is under way.

Three youths were arrested by Arakkonam Town police for possession of 113 narcotic tablets (Tapentadol) near a railway station in Arakkonam on Wednesday.

The police said the arrested persons were identified as S. Ramkumar, 26, V. Udaya Sankar, 19, and K. Vijay, 20. They are residents of Chennai. Initial inquiry revealed that based on a tip-off to Ranipet SP P. Sibin, special teams were formed to conduct surprise checks in public places such as bus terminii, railway stations, and isolated buildings in the district.

During one of these checks. a police team intercepted three suspects near the railway station. They checked the trio’s bags and found narcotic tablets in them. Investigation found that the gang had placed an order for tablets with pharmacies in Mumbai. The tablets were sent by couriers to them.

The police said the gang was on their way to Chennai, where they planned to sell these tablets in retail. A case was registered and arrested persons were lodged at Central Prison in Vellore. A probe is under way.

Health Minister accuses DMK of playing ‘cheap politics’

Accusing the DMK of playing “cheap politics” over the brown paper covers used to dispense medicines to patients, Health Minister K.G. Arunraj on Wednesday said that TVK was the only organisation committed to following former Chief Minister C.N. Annadurai’s two-language policy in letter and spirit and would never compromise on it.

On Tuesday, members of the DMK, including former Minister T.R.B. Rajaa, posted photographs of the pill covers distributed to patients in the government medical colleges in Karur and Coimbatore, which carried dosage instructions in Tamil, English, and Hindi, on social media.

Condemning this, the Health Minister, in a statement, said that DMK’s fake drama was exposed. He said at the Karur government medical college hospital, the covers given to patients were usually obtained from the Central Prison, and “morning/afternoon/night” was stamped on them only in Tamil.

In December 2025, there was a shortage of covers supplied from the Central Prison. Following this, an emergency order was issued on December 31 during the DMK regime to print four lakh covers through the Erode district printing cooperative society. Those covers had come into circulation among the people in January 2026 when the DMK was in power. Similarly, in Coimbatore, the design was officially approved and printed through the Chinthamani Cooperative Society three years ago.

Dr. Arunraj said that as soon as the issue came to the government’s attention, the use of those medicine covers was immediately stopped at both Karur and Coimbatore hospitals. In Karur, it was ensured that the supply from Central Prison was restored and only Tamil was used, while in Coimbatore, steps were taken up to immediately print covers in Tamil and English.

“What kind of politics is it to now shift the blame onto the ruling party after having allowed Hindi during their own tenure, creating the template for it and putting it into circulation among patients,” he questioned the DMK.

Energy and Tourism Minister K.J. George directed officials to accelerate the ongoing eco-tourism development works at the Roerich–Devika Rani Estate, while ensuring that the ecological, cultural and artistic character of the property is preserved.

The Minister visited the estate on Wednesday along with senior officials of the Tourism Department and reviewed the progress of works currently being undertaken at the site.

In October 2025, State Cabinet approved ₹55 cr. for development works covering the house of artist Svetoslav Roerich and his wife and actress Devika Rani along with the estate and adjoining garden.

Mr. George said, “The Roerich–Devika Rani Estate is a unique confluence of art, culture and natural heritage. Our approach is to develop it as a conservation-led eco-tourism destination while retaining its original character. The works currently under way should be completed in a timely manner, with equal emphasis on environmental protection and a meaningful visitor experience.”

As per the details shared by the Tourism Department, the development is being taken forward within the scope currently permitted by the High Court of Karnataka, with priority being given to works that strengthen visitor infrastructure while safeguarding the ecological sensitivity of the estate. The Minister also directed officials to prepare an additional eco-tourism action plan and submit it before the High Court.

Meanwhile, Tourism department, Secretary, Ram Prasath Manohar, said the objective is to create a balanced model where conservation remains central to the project, while essential visitor facilities are developed sensitively.

LONDON: Chief of the Army Staff General Ashok Raj Sigdel held a courtesy meeting with General Sir Roly Walker, Chief of the General Staff of the British Army, at the British Army Headquarters in the United Kingdom on Wednesday.

The meeting took place during General Sigdel’s official visit to the United Kingdom at the invitation of General Walker. According to the Nepali Army, the two military chiefs discussed matters of mutual interest and the longstanding military relationship between Nepal and the United Kingdom.

General Sigdel left Nepal on October 5 for the official visit, which is focused on further strengthening the longstanding military ties and defense cooperation between the two countries. The visit is General Sigdel’s first official trip to the United Kingdom since he assumed the post of Chief of the Army Staff in September 2024.

The meeting with General Walker followed General Sigdel’s other engagements in the United Kingdom, including meetings with senior British military officials and a visit to the Gurkha Soldiers’ Memorial, where he laid a wreath in honor of Gurkha soldiers.

Andhra Pradesh is taking a major step towards transforming the tourism sector through artificial intelligence and digital technology, Tourism, Culture and Cinematography Minister Kandula Durgesh said at the international Tourism Innovation Summit-2026 in Seville, Spain on Wednesday.

Addressing the summit at the Seville-FIBES venue, the Minister unveiled NiVU AI (Neural Intelligence Vernacular Unified Model), developed by Explurger, as part of the State’s efforts to build smart tourism destinations.

Under an agreement between the Andhra Pradesh government and Explurger, AI-powered services will be introduced at more than 100 major tourist and pilgrimage destinations.

Tourists will be able to scan an “ASK AI” QR code to access information about a destination in more than 130 languages, without downloading an app or paying any charges, Mr. Durgesh said, adding that the initiative had already been implemented at Sri Panakala Lakshmi Narasimha Swamy Temple in Mangalagiri, with the first phase covering 30 major destinations.

Describing Andhra Pradesh as a unique blend of spirituality, heritage, nature and culture, Mr. Durgesh said the State offered an extraordinary journey, from the Tirumala hills and ancient Buddhist heritage of Amaravati to the landscapes of Gandikota, the forests of Maredumilli, the Araku Valley and the beaches of Visakhapatnam.

The Minister said technology would enable international visitors to interact with AI in their preferred language, understand the history and cultural significance of sites, and discover nearby attractions. It would also provide real-time analytics on tourist preferences, languages and behaviour, helping the State plan future tourism initiatives.

Mr. Durgesh said innovation in tourism should go beyond technology and focus on improving visitor experiences, supporting local employment and promoting responsible tourism. He invited travel-tech companies, startups, universities, investors and tourism operators to partner with Andhra Pradesh.

“Don’t come to Andhra Pradesh merely as tourists; come as partners,” he told global tourism stakeholders, inviting investment in AI-based tourism services, digital tools and smart destination management.

“If you think you have already seen India, come to Andhra Pradesh once. We will certainly surprise you,” he said.

The three Autonomous District Councils (ADCs) in Mizoram are struggling with combined salary shortfall of ₹159.59 crore, their leaders informed the state government on Wednesday, 7 October, PTI reported.

Chief Executive Members (CEMs) of the Mara, Lai and Chakma ADCs have appealed seeking intervention from the state to ensure adequate funding for the councils, the report added.

Mara ADC CEM M Laikaw said the salary deficit stood at ₹25.88 crore for his council, ₹69.93 crore for the Lai ADC and ₹63.78 crore for the Chakma ADC.
More than 90% of the councils' budgets are now being spent on salaries, leaving little for development and other non-salary expenditure, he said.

Successive pay revisions, DA causing strain

The three CEMs said the financial strain had increased with successive pay revisions, dearness allowance (DA), annual increments, promotions and regularisation of employees, while non-salary allocations had remained largely stagnant.

They said the state government provided funds under separate salary and non-salary heads until 2023-24, while from 2024-25 onwards the funding has been provided under the “Grant-in-Aid (General)” head.

The leaders alleged that unlike during the first State Finance Commission period, when additional salary requirements were generally met through Revised Estimates (RE), the ADCs received such additional funding only in 2022-23 during the second commission period from 2021-22 to 2025-26.

This has created difficulties for employees, churches and the general public in the ADC areas, they said.

ADC claims funding allocation disproportionate

Laikaw claimed that the three ADC areas account for around 16% of Mizoram's population, according to the 2011 Census, but receive only around 4% of the state's funds, the report added.

The leaders said 20 departments were entrusted to the three ADCs in 1993, but the corresponding development works and schemes had not been fully transferred to them.

Departments including Agriculture, Veterinary, PWD and Fisheries have been entrusted to the ADCs, but the state government continues to implement departmental functions, development works and schemes in their areas, they alleged.

A Gupta Commission set up by the state government had recommended in 2011 that the departments entrusted to the ADCs, along with their development works and schemes, be fully transferred to them, but the recommendation has not been implemented, they claimed.

Laikaw said the ADC leaders had submitted representations to Governor Vijay Kumar Singh and Chief Minister Lalduhoma, seeking immediate intervention to address their financial crisis and ensure their constitutional powers and entitlements.

He also sought release of funds through Revised Estimates to meet the councils' salary liabilities.

Nepali Congress leadership election puts powerful ‘General Secretary’ post in focus

KATHMANDU: The closed session of the fifteenth General Convention of the Nepali Congress has ended. After the closed session ended on Wednesday afternoon, the process of the General Convention has moved toward the selection of office bearers.

According to the Election Committee, preparation for publishing the final list of candidacies and General Convention delegates is ongoing. According to Coordinator Prem Bahadur Khadka, voting will begin at 10 AM on Thursday, which is tomorrow after the publication of the final list. “The work of withdrawing candidacies is ongoing; 125 complaints have been registered regarding candidacies,” he says, “After all this investigation is completed, the list will be published.” The publicity committee has stated that 7255 General Convention delegates participated in the fifteenth General Convention.

This time, the closed session of the General Convention has increased the number of office bearers. According to which, one post of Senior Vice President has been created. The number of vice presidents has been increased from two to three persons, and from two general secretaries to three general secretary posts. Provisions have been made to have one woman each among the three vice presidents and general secretaries.

Similarly, the number of eight Joint General Secretaries has been increased to fifteen persons. Out of which 11 will be elected and four nominated. One treasurer and 66 persons will be nominated by the president. Congress has this time increased the size of the Central Working Committee to 297. In the fourteenth General Convention, there was a 168-member Central Working Committee.

Powerful general secretary

In the organizational structure of the Nepali Congress, the main post to exercise executive power after the president is the general secretary. In order of precedence, vice presidents come after the president. This time, Congress has created the post of senior vice president. After this, a provision has been made for three vice presidents.

Even though the senior vice president and three vice presidents remain in precedence, the post of general secretary is the most powerful in party operation, administrative leadership, and organizational structure.

According to the statute of the Nepali Congress, general secretaries are the chief administrative officers of the party. The central office and daily administrative operations remain under them. The General Secretary holds the sole authority to issue official circulars implementing the decisions of the Central Committee, General Convention, or General Committee.

General Secretaries call meetings of the Central Working Committee, Central Executive Committee, and General Committee on the advice of the President. Setting the agenda for those is also done by the General Secretary. The General Secretary presents the political and organizational report of party policy, organizational condition, and future plan of action at the General Convention and Central Committee.

Many other powers remain with the General Secretary. The strongest force of the party is active members. The records, renewal, and new membership distribution of active members remain under the responsibility of the General Secretary. The work of certifying and sending official documents of the party, the list of candidates, and details to the Election Commission and other state bodies is done by the General Secretary.

Similarly, the General Secretary plays a primary role in monitoring, instructing, and conducting general conventions of fraternal organizations of the party and establishing power balance and collective leadership with the President. If the president tries to make unilateral decisions, the general secretary can stand on the statute and challenge the president himself.

This is what happened on January 11 this very year. Then General Secretaries Gagan Thapa and Bishwa Prakash Sharma held a Special General Convention and completely displaced the leadership led by President Sher Bahadur Deuba, who was elected from the fourteenth General Convention. Initially, they ran a signature campaign for a Special General Convention. A provision exists in the statute that if 40 percent of active members demand it with reasons, a Special General Convention takes place. Thapa and Sharma submitted the signatures of 54 percent of General Convention delegates to the party president. However, when the president stalled in calling a regular General Convention, Thapa and Sharma called a Special General Convention. From the power of that very special convention, Thapa is in the process of being elected president again and Sharma as senior vice president.

Sharma’s single candidacy has been filed for the post of Senior Vice President. Kishor Singh Rathore, who had filed candidacy for the post of president, has withdrawn his candidacy. Another candidate, Shyam Krishna Khadgi, is in the electoral field with Thapa for the post of president. Nonetheless, internal homework to make even the president post unopposed is ongoing.

Who is in the general secretary race?

Candidacy registration for selecting new leadership under the fifteenth General Convention has been completed. Leaders have filed candidacies for various posts, from president to central committee members. According to Coordinator Khadka, the number is yet to be finalized. Some have withdrawn, and after investigating complaints, the number of candidates will be finalized.

After candidacy registration, a preliminary list of candidates contesting for various posts has been made public. 11 persons have filed candidacies for the three seats of the powerful post of General Secretary. At least eight candidates have filed for two open General Secretaries, and three candidates for one woman General Secretary. For the open General Secretary, Pradip Paudel, Gururaj Ghimire, Udaya Shumsher Rana, Amar Singh Pun, Nain Singh Mahar, Shankar Tiwari, Sunil Sharma, and Santosh Upadhyay have filed candidacies. Among these, Paudel, Ghimire, Rana, and Sharma appear influential.

Paudel and Ghimire had become general secretaries in the Special General Convention itself. Paudel had filed candidacy for General Secretary in the fourteenth General Convention as well. Having a hold on the organization, Paudel is the most powerful. Ghimire, on the other hand, is considered the most powerful after Paudel in the General Secretary race.

Rana was a joint general secretary from the Special General Convention. He does not have much hold on the organization. Sharma, on the other hand, is considered a popular leader in Congress. He has previously contested for an office bearer position of the party. In terms of being new and talked about in the party, Sharma’s candidacy is important. Other general secretary candidates are persons who do not have much influence. Paudel was considered close to leader Krishna Prasad Sitaula, Ghimire and Sharma to Shekhar Koirala, and Rana to Sher Bahadur Deuba. Paudel, Ghimire, and Rana participated in the Special General Convention, whereas Sharma had exited the process after delivering a speech at the inauguration.

Candidacies of Dila Sangroula, Rita Khanal, and Mahalaxmi Upadhyay ‘Dina’ have been filed for one woman General Secretary. Upadhyay is considered more influential than Sangroula as general secretary. Upadhyay was elected Joint General Secretary during the fourteenth General Convention by defeating Koirala-close Kamala Panta. While Sangroula participated in the Special General Convention, Upadhyay did not. Both Sangroula and Upadhyay are considered close to Deuba.

Edtech company byteXL has raised $9 million in a funding round led by Elevar Equity with participation from Kalaari Capital and The Michael & Susan Dell Foundation.

The company will use the new capital to expand its institutional footprint across India, strengthen AI and technology-led learning platform, expand academic and delivery capabilities and develop new industry-aligned skilling programmes. It plans to grow its presence from 40 institutions to 120 institutions over the next two years, while expanding its reach from 2-5 lakh students across 15 States.

A significant focus of the investment will be on market expansion, product and technology development, including AI-enabled learning and assessment, student analytics, personalised learning tools and other digital capabilities. The latest fund raise follows the $5.9 million Series A round in July 2024, also led by Kalaari Capital, with participation from the Dell Foundation.

Hours after the Reserve Bank of India hiked its benchmark policy repo rate by 25 basis points (bps) to 5.50% on 7 October, a number of banks are increasing their lending rates from Thursday, according to a PTI report.

Among banks who increased lending rates include the Punjab National Bank (PNB), Indian Bank, Bank of Baroda (BoB), Bank of India (BoI), Indian Overseas Bank (IOB) and Tamilnad Mercantile Bank, the report added.

RBI hikes repo rate by 25 bps

Notably, the central bank made its first rate increase in four years, since 2023, by hiking interest rates by 25 bps from 5.25% to 5.50% today and RBI Governor Sanjay Malhotra signalled that further hikes could follow as rising inflation, and a weakening currency prompt a policy pivot, it said.

The RBI's six-member Monetary Policy Committee (MPC) voted unanimously to raise the repo rate, the first such increase since Malhotra took charge in December 2024. The rate hike was expected, but the central bank surprised watchers by shifting its stance towards “calibrated tightening”, effectively ruling out a rate cut in the near term, it added.

What does this mean for customers?

Notably, with banks increasing their lending rates, this is expected to make loans more expensive for customers.

PNB, in a regulatory filing, said that consequent upon an increase in the repo rate by the RBI, the bank has revised Repo Linked Lending Rate (RLLR) from 8.10% (including BSP of 0.35%) to 8.35% (including BSP of 0.35%) with effect from 8 October. However, the country's second-largest public sector lender said the Marginal Cost of Lending Rate (MCLR) and Base Rate would remain unchanged.

Chennai-based public sector lender Indian Bank also increased its RBLR to 8.20% against the existing 7.95%. In a separate filing, it said that with the increase in the RBI MPC's policy repo rate of 25 bps, the revised rate would be effective from 8 October.
Another large public sector lender, Bank of Baroda (BoB), increased its RBLR to 8.15% from the existing 7.90%, an increase of 25 bps.
Bank of India (BoI) and Indian Overseas Bank (IOB) also raised its RBLR to 8.35%, effective 8 October. The revision follows the RBI's upward revision of the repo rate, BoI said in a regulatory filing.

On the private sector side, Tamilnad Mercantile Bank increased its Repo Linked Lending Rate (RLLR) to 8.5% from the existing 8.25%.

Other lenders are expected to announce an increase in their benchmark lending rate in line with RBI's decision.

“The impact will be quicker for borrowers with floating-rate home loans linked to external benchmarks such as the repo rate. Existing borrowers should check their loan's benchmark and reset frequency to understand when the rate hike could affect their repayments,” said Santosh Agarwal, CEO, Paisabazaar.

For borrowers whose tenure is extended, the monthly outgo may remain stable, but the longer repayment period can increase the overall interest cost.

He was reacting to the Centre’s statement in the Kerala High Court that Keralam was not among the priority States for AIIMS allocation as the scheme was primarily meant for States whose health sector was behind.

“During the previous government’s tenure, the Centre said that the land identified at Kozhikode was not suitable. When the UDF government came to power, we had made it clear that Keralam should not lose AIIMS because of regional considerations. But going by what the Centre said today, it is clear that Keralam is not being denied AIIMS because it failed to identify a proper location,” Mr. Muraleedharan said.

He added that when he had met the Union Health Minister, he was assured that Keralam deserved to have an AIIMS and that the State would definitely be granted one.

He said that it appeared as though Centre was deliberately denying Keralam AIIMS out of political animosity.

A branch of the State Central Library was opened on the Technopark Phase 1 campus on Wednesday with an aim to benefit the reading community in Technopark. Minister for Higher Education Roji M. John inaugurated the branch in Bhavani building of Technopark in the presence of State Central Librarian Shobhana P.K. as part of the State government’s 100-day action plan.

The Minister also inaugurated the library’s smart card and digital payment facilities on the occasion. The smart card facility will integrate library members’ details and ease the booking procedure while the digital payment facility will ease the financial transactions including the payment of fines.

Mr. John said that a branch of the State Central Library has been a long-standing demand of IT employees. The facility is stacked with a number of Malayalam and English literary classics and books on a range of other topics, the Minister noted, urging the employees to send their inputs and insights to improve it in the coming days. The branch at Technopark will be open from 11 a.m. to 6 p.m. on all working days.

“I haven’t seen the movie, and I don’t know how it turned out,” he said before adding his “heartbreaking” comment.
